SHETLAND / TEE BALL RULES

Scope

  1. The following shall be the rules governing BBAA Shetland and Wood Dale Tee Ball Baseball.
  2. Play is governed by IHSA Rules as published in the 2009 edition with exception to the following specific rules for this age group. 

General

  1. No game shall start unless there is at least 1 first-aid kit and 2 ice packs at the field.
  2. Home team to supply 2 game balls (soft / safety balls). 

Diamond Setup

  1. Bases will be set at a minimum of 50 feet and a maximum of 60 feet apart.
  2. Center of 8 foot pitchers circle is 39 feet from back of home plate.
  3. 10 foot arc in front of home plate.
  4. Half way marks between all bases.

Innings 

  1. Five (5) innings per game
  2. No inning shall start after 7:15 P.M. until June 1. After June 1, no new inning shall start after 7:30 P.M. 
  3. Each player must play in the field a minimum of two (2) innings per game.
  4. Each player must play a minimum of three (3) full games per season.
  5. All players must be in the starting line-up for three (3) additional games.
  6. Any player taken out for an injury may be put back in at anytime if able to do so.  Player retains the same spot in the batting order.
  7. Every team must bat through the entire roster. Any player arriving late will be added to the bottom of the batting order.
  8. Ten (10) defensive players are allowed on the field at one time.  The tenth fielder must be in the outfield. All outfielders must start at least 10 feet beyond the baseline.

 Extra Innings 

  1. No extra innings are allowed, five is the maximum.

 Completed Games 

  1. A game will be considered completed if it is called at the end of three (3) full innings. 

Called Game

  1. If less than three (3) innings have been completed and game is called it shall be considered a rescheduled game and must be started from the beginning if it is rescheduled. 
  2. All canceled or called games will be rescheduled at the discretion of the League.

Ejection Rule

  1. Any player that is ejected from the game must sit on the bench until the game is over and participate in the after game hand shake.  The ejected player will also sit out on the bench the next game that he/she attends in uniform and will only participate in the after game hand shake.
  2. Any manager or coach that is ejected from the game must leave the field before play will resume.   Ejected manager or coach will also not be in attendance at the next scheduled game. 
  3. The umpire must notify league officials of an ejection.

Pitching Rule

  1. Each batter will get five (5) attempts to hit the ball from the batting tee.  The batter’s at-bat is over if the ball is not hit in fair territory on the fifth (5th) attempt from the batting tee.
  2. Starting June 1st, all players must attempt to hit a pitched ball. Batters will get 4 pitches from manager or coach.  If batter has not hit ball after 4 pitches, the batter will get one (1) attempt from the tee. The batter’s at-bat is over if the ball is not hit in fair territory from the batting tee. 

Miscellaneous Rules

  1. All players must be in full uniform. No metal spikes allowed.
  2. Catchers must wear a batting helmet and stand to the right or left of home plate against the backstop.
  3. A baseball helmet must be worn by batter and all base runners.                
  4. Play will not start until the pitcher is positioned with at least one foot in the pitching circle.
  5. There will be a maximum of nine (9) batters per inning.  The ninth (9th) batter must be announced by the team up to bat.  The side is retired after the third out (fielded outs only) or after the ninth (9th) batter is out by rule, or the pitcher has the ball in the circle, thus stopping play. 
  6. Batters are not permitted to bunt or swing easy at the ball.  Ball must pass home plate circle.  Penalty - batter called back to plate.   
  7. Players are not permitted to steal or lead off base.  Penalty - one (1) warning will be given per team per game and the play will be called back, the next occurrence the runner will be called out.
  8. Play is stopped when the pitcher has the ball in the pitcher’s circle.  Base runners will be awarded the next base if they are passed the hash mark (if base is unoccupied).
  9. To encourage proper batting habits, it is necessary to prohibit the batter from running at the ball or shifting the ball or shifting feet prior to hitting. The batter should be standing square to the pitching mound.  The batter should take his stance and then will be permitted only one stride forward with his front foot as he/she swings.  Penalty - batter will be given one warning, called back and given a strike, the next occurrence the batter is out. (counts as fielded out)
  10. The defensive team is allowed a maximum of two coaches on the field.  The coaches must be in the outfield and out of the way of any player or play. Other coaches must be away from the playing area.
  11. Home team must chalk and set-up the field and take down and secure all equipment (bases, line marker, and cones) after the game. 
  12. Managers and coaches must conduct themselves in an adult manner at all times.  There will be NO SMOKING ON THE PLAYING FIELD OR IN THE DUGOUT AREA DURING A GAME OR PRACTICE.
  13. Only the managers are allowed to confer with commissioners, umpires, or other managers on a ruling. 
  14. There will be NO arguments or disagreements with the umpires.
  15. Because of the instructional nature of this league, standings and score will not be kept.
  16. Both teams are responsible for the cleaning of their own benches and field area. 
  17. Only managers and umpires may call a time-out.
  18. Managers are responsible for their coaches, players, spectators, and themselves.  If the conduct of these persons is not orderly, a warning will be given to the manager by the umpire commissioner.  If a manager is told a second time, that person or persons will be ejected from the game (must physically leave the field) and if any further trouble occurs, the game will be called.
  19. Unsportsmanlike conduct in a player will result in an automatic ejection from the game. See ejection rule.
  20. If a batter throws his bat they will receive a warning, if the same batter throws their bat a second time, they will be called out. (counts as fielded out)
  21. On an overthrow at first base that is out of play, the runner gets first base, plus one base.
  22. The infield fly rule does not apply.
  23. Only managers, coaches, scorekeepers, and players are permitted in the dugout area.
  24. A ball passing or lodging under the backstop will be ruled dead; runners cannot advance and must return to their base. 
  25. If a player is seen throwing or abusing baseball or Park District equipment, he/she will receive one (1) warning.  The next time they will be ejected from the game.  See ejection rule.  The players and manager will be informed of the warning by the umpire or commissioner.
  26. Defensive players will adhere to the interference rules as stated in the baseball rule book.
  27. These rules contain exceptions to High School Baseball and Official Baseball rules and supersede those rules where they apply.
  28. The on deck batter must stay clear of home plate and the playing field until it is their turn at bat.
  29. On a play at any base, the base runner should slide into the base if the defensive player has the ball or is prepared to make the play.  No runner will intentionally bowl over the defensive player.  The penalty for intentional bowling over a runner will be ejection from the game and the ejected player is subject to the ejection rule.  The penalty for not sliding is the runner will be called out.
  30. At the end of the game the umpire will give each team a game ball.

Scope

  1. The following shall be the rules governing BBAA Pinto and Wood Dale Pitching Baseball
  2. Play is governed by IHSA Rules as published in the 2009 edition with exception to the following specific rules for this age group.

General

Diamond Setup

  2. Starting June 1, NO TEE WILL BE USED.  Batters will get 5 pitches from manager or coach.  If batter has not hit ball after 5 pitches, the batter’s at-bat will end

General Rules

  • Line-ups should be exchanged 10 minutes prior to start time.
  • There will be no penalty for line-up scratches due to illness, injury or other absence.
  • Home team to supply two game balls.
  • Unless otherwise noted, all games begin at 6:00 P.M.
  • Games on lighted fields -- TBA
  • Forfeit time is 20 minutes after the scheduled start time
  • No full inning can be started later than 8:00 P.M. You can finish an inning, but you cannot start a new inning (8:15 P.M. after Memorial Day).
  • Games may exceed the two-hour time limit or the 8:00 p.m. deadline, provided there is no subsequent game to be played on that field and there is adequate lighting.
  • All games, when possible, should be 6 innings.
  • Time limits or weather conditions may shorten the length of a game.
  • Two-hour time limit, when later game to be played on that field. No full inning may begin after the two-hour time limit (Umpire must call “Start Time” at the beginning of the game).
  • 4 innings is a complete game (3 ½ innings if the home team is winning). A game called after 4 complete innings (3 ½ innings if the home team is winning), will not be replayed or continued unless the game is tied. Games stopped prior to 4 innings (3 ½ innings if the home team is winning) being completed will be restarted at the exact spot where the game left off. Umpires judgment shall be used to suspend the game. Games cannot end in a tie. Rain-shortened games, with less than 4 complete innings, will be played from the point the game was discontinued.

 

Official Little League Rules Apply
 

Supplemented by the following rules:

  • All players must wear their complete uniform: jersey, pants and cap. A protective cup is also a requirement to play. Any outerwear such as sweatshirts or jackets must be worn under the team jersey. A pitcher cannot pitch while wearing anything white or light gray, such as a sweatshirt or jacket. Players are not to wear jewelry of any kind. All catchers are required to wear all protective gear including a helmet with a mask and must use a catcher’s glove.
  • Metal spikes are not allowed. Rubber spikes or gym shoes only.
  • Managers/Coaches will examine the field after rain to determine whether the game will be played or not. It is the managers/coaches responsibility to make their players aware of any schedule changes or cancellation dates. The Manager must schedule all make-up games through the league coordinator.
  • Each team must field nine players, a game may start with 8 players, however, if at anytime during the game a team has less than 8 eligible players, that team must “forfeit” the game. Defensive players must be stationed anywhere in fair territory with the exception of the pitcher and the catcher, who must be in their respective positions. A maximum of six players makes up the infield. Pitcher, catcher, 1st base, 2nd base, 3rd base and shortstop. All the other defensive players shall be positioned in the outfield area.
  • The home team will occupy the third base line dugout. The home team will be responsible for preparing the field prior to game time. They will also have responsibility for cleaning up the field, putting all equipment into the proper storage containers and making sure the container is properly locked up. Each team will be responsible for cleaning their dugout.
  • If there is any conduct detrimental to the welfare of the league or the children, the umpire shall issue one warning to the person or persons whose conduct is in question. If the first warning does not resolve the problem, the umpire shall stop the game and have the person or persons ejected from the park. Any person ejected from the park for this reason will not be allowed back on the fields for the remainder of the season.
  • Any player or coach ejected from a game for unsportsmanlike conduct or language must leave the park. For any player ejected, the player’s position in the batting order will be an “out”. Coaches must leave the field immediately; players with their parents – if a child’s parents are not at the game, the player may sit on the bench, but will not be permitted to play. (No child shall leave the park unless accompanied by a parent, guardian, or coach). The player and/or coach will not be eligible to play or coach the next game.
  • The slaughter rule will be in effect. If a team is winning by 12 runs after 4 innings (3 ½ if the home team is ahead), or a team is winning by 10 runs after 5 innings (4 ½ if the home team is ahead), the game will be considered complete and called by the umpire.
  • Infield-fly rule will not be in effect.
  • The “must slide” rule will be enforced! If the defensive player has control of the ball, the runner must slide. If the runner does not slide, the umpire may call the runner out. Keeping in mind, the NO CONTACT rule will also apply. The runner should avoid contact with any defensive player. If a defensive player intentionally blocks the base line, and the umpire may reward the runner the base.
  • No member of the batting team shall interfere with a fielding attempting to catch a fair or foul ball, or the batter can be called out.
  • Runners hit by a batted ball before the ball has passed an infielder, other than the pitcher, will be called out.
  • A half inning is three outs or 6 runs. The last inning must be 3 outs. In the event the final inning is to be prior to the 6th inning, the umpire must declare “final inning” before the start of the next full inning. Both teams will then be required to make three outs. The maximum run rule (6 runs per inning) will not apply to any extra innings. The team in the field must get three outs in each extra inning.
  • A pitcher can pitch a maximum of three innings per game.
  • A nine-year-old (first year mustang players only) must pitch in every game, within the first 4 innings, to a minimum of five batters, or three outs. No exceptions! (A player who turns 10 prior to August 1st of the current year may not pitch as a 9 year-old)
  • Every player will play in the field (continuous batting order) for a minimum of 3 innings in a 6-inning game – unless there is an injury or other issues, a player can not sit out for more than 2 innings in a row. (A minimum of 2 innings in the field if the game is less than 6 innings.)
  • If a player must leave prior to the end of the game, due to injury, illness or other commitment, there will be no penalty to his team. The player's spot in the batting order is skipped. Exceptions: a player is ejected from the game or if the team has less than 9 batters – in which case the team will be forced to take an out. Players who arrive late, and miss their spot in the order, will be placed at the bottom of the order. This will also alleviate the minimum field play requirement.
  • If a team refuses to re-schedule a game more than two times in a season, the game will be forfeited.
  • A team that is unable to field eight players shall forfeit the game, but a practice game will still be played for the benefit of the players who show up.
  • Foul territory is that outside of the foul lines. Note: The foul lines are in fair territory.

 

Bats

  • No full barrel bats 2-3/4” or 2-5/8”
  • All bats must be stamped or marked “Official Little League” for lengths above 27 inches or longer, in length and no more than 2-1/4 inches in diameter. All bats provided by the association are correct. No wood bats. Use of an illegal bat will result in the batter being called out with no warning. Runners may not advance. A second offense will result in a forfeiture of the game. It is the responsibility of the manager to check all bats before the game and remove any illegal bats. At the beginning of the game, the umpire may check the bats for damaged or illegal bats and any so found will have to be removed from the game.
  • Only the team at bat may have coaches on the outside of the 1st and 3rd base foul lines and may assist the runners, but are not allowed to touch them.

  

Protests

  • It is the responsibility of the managers to assist our umpires. Managers must work out those decisions that are grossly mistaken in a respectable manner. Only Head Coaches (Managers) are allowed to discuss rule disputes with the umpires. Coaches shall be obligated to inform the umpire of the correct rule.
  • In the event a Coach wish to protest a ruling (judgment calls may not be protested), the coach must inform the opposing coach and umpire of his intention to appeal prior to the end of the game. The appeal, in writing, along with an appeal fee of $25.00, must be submitted to the league coordinator within 48 hours of the completion of the game. The appeal fee will only be refunded if the protest is upheld.

 

Fair Ball

  • A batted ball becomes fair or foul by its position when it is touched, when it settles, or when it passes 1st or 3rd bases.
  • Home base is fair territory.
  • A batted ground or bouncing ball that goes over the base or over fair ground as it passes 1st or 3rd is a fair ball.
  • A fly or bouncing ball is a judged fair or foul by the position of the ball at the time it is touched, and not by the location of the fielder.

Batting

  • League Rule- All players will bat in a continuous batting order. Batters batting out of turn can be called out. Only nine players play the field, but all players will bat in continuous order.
  • All batters and base runners must wear their batting helmet, from the time they leave the dugout to the point they re-enter it. There will be one team warning for a batter or base runner that deliberately removes a helmet while the ball is in play. Upon second offense, the batter/base runner will be called out.
  • Bunting is allowed.
  • No fake bunt and swing away. Batter will be called out, runners may not advance.
  • A ½ inning is 3 outs or 6 runs, whichever occurs first. During the last inning or any extra innings, 3 outs are required.
  • Each team will receive one (1) warning for players throwing the bat. After one warning, any batter throwing the bat will be called out.
  • No Drop 3rd Strike. If the catcher drops the 3rd strike, the batter will be called out.
  • No infield-fly rule. Players will try to make all plays.
  • A batter becomes a base runner if a fair ball is hit, the batter is walked, catcher’s interference or if a pitched ball hits the batter.
  • A foul ball rising above the batters and caught by the catcher is an out. A foul ball caught directly off the bat, but not over the batters head is a foul tip and counts as a strike. A caught foul tip on a 3rd strike is an out. A foul tip on the 3rd strike is not an out unless caught.

The batter is out if:

  • Any fair ball is caught.
  • A batter hits a fair ball while stepping completely out of the batters box or stepping on home plate (the ball is dead and runners may not advance)
  • If a member of the team at bat interferes with a fielder attempting to catch a fair ball
  • If a batter throws a bat and a team warning has already been issued. (Runners may not advance)
  • A foul ball that rises above the batter's head, and remains within the field of play, is caught
  • A batter is found using an illegal bat

 

Substitutions

  • A player who arrives late may enter the game in the middle of an inning. Player must be placed at the end of the batting lineup. A player who arrives after the 3rd inning will not be allowed to play.
  • Free substitution is allowed (except otherwise noted). To count as an inning in the field, the team at bat must complete their full batting cycle for that half inning. (Exception: Pitchers)

 Call-ups

  • In the event a team has less than ten players available for a game, that team may call up younger players from their towns “Pinto (7-8)” division.  Restrictions as follows:

1.      Call-ups must be registered, in-house players in that town and wear their own team’s uniform.

2.      Managers may only bring enough call-up players to fill a roster to 10 players (3 max call-up players per team).

3.      Call-up players must bat at the end of the line-up (regular rostered players must bat prior to the call-up players--exceptions: late arrivals)

4.      The Call-up players may not pitch or catch.

5.      A call-up player may not play more innings defensively than any rostered player.

 

Base Running

  • No lead offs allowed. A runner must not leave the base until the pitched ball has crossed home plate. If noticed by the umpire, after one team warning, the runner is out.
  • Courtesy Runner: An injured base runner may be replaced with the last player to make an out. Also, after two (2) outs in the inning, a catcher may have a courtesy runner.
  • Stealing is allowed of 2nd and 3rd base. Stealing of home is not allowed under any circumstance. All runs must be batted or walked in.
  • Two runners may not occupy the same base. The second base runner is the illegal runner and may be tagged out.
  • No base runner may return to a missed base after a following runner has scored. Runners cannot pass each other.
  • A runner who leaves the field of play cannot return to tag a missed base.
  • The requirement to tag each base in reverse order applies when the ball is in play and the runner must return to retag a base if a fly ball is caught.
  • A runner must touch each base in order. If a runner fails to touch a base and is noticed by the umpire, the runner will be declared out, without the need of an appeal.
  • Runners must return to the last base, if the ball is in the defensive player’s possession in the mound area, and the runner is less than 2/3rd of the way to the next base. (Umpire’s decision)
  • To score, the runner must tag home plate before play is stopped.
  • A runner may over run first, at no risk, as long as the base runner makes no attempt towards 2nd base.
  • Unless forced, a base runner shall not advance to the next base if there is another runner occupying that base.
  • If a runner leaves the base before a fly ball is caught, the runner must return and re-tag the base before advancing. Runner is safe when:

  • A fielder without the ball blocks the base line in the runner’s path, unless that fielder is actually fielding the ball.
  • The runner is struck by a batted ball while standing on base.
  • A base is awarded to a batter

Runner is out when:

  • The runner is tagged by the ball while off base.
  • The defensive player with the ball tags a base, which a runner is forced to advance
  • The runner goes 3 feet out of the base line to avoid a tag
  • The runner passes the preceding runner
  • The runner leaves the base before the ball is hit. One team warning will be given.
  • The ball is thrown to a base and base is tagged, which the runner left before a fly ball was caught
  • The ball is thrown to a base and base is tagged, which the runner failed to touch while the ball was still in play.
  • The runner is struck by a batted ball, which has not passed an infielder, other than the pitcher
  • If a coach or another player assists a runner by touching them
  • If a runner does not slide, they must avoid contact with the defensive player or be called out.

 

Pitching

  • A pitcher cannot pitch more than 3 consecutive innings in any game.
  • Each team must pitch a 9 year old a minimum of 5 consecutive batters or one inning each game, prior to the 5th inning.
  • Any pitcher hitting 2 batters during one inning or 3 per game must be removed from the mound.
  • Once a pitcher is removed from the mound, he may return at any other position, but cannot return to the mound in that game.
  • If a manager goes to the mound twice in one inning or a third time during the pitcher’s stay on the mound, the pitcher must be removed.
  • One (1) pitch thrown constitutes an inning pitched. (Does not apply to 9 year old pitching rule)
  • A pitcher shall have 5 pitches between innings. A new or relief pitcher will receive 8 pitches.
  • The ball is live at all times while in the pitcher’s hands unless time out has been called by the umpire.
  • Drop 3rd strike is considered an out.
  • A pitcher cannot wear anything white or light gray, such as a sweatshirt, jacket, etc., while on the mound.
  • No balk rule-pitcher must pitch off rubber
  • If a pitched ball touches the ground before crossing the plate, it shall be called a “ball”, unless a batter swings and misses, then it shall be called a strike. If a batter swings and connects, then the batted ball will be live and all rules governing a live ball shall apply.


Equipment

 

Required to Play

  • A comfortable pair of baseball rubber spiked shoes- This helps the players to grab the field during running and turning. It also helps to avoid injuries. (Metal spikes are not allowed.)
  • A Protective Cup, to avoid serious injury- Children not wearing a cup will be unable to play.

 

Other Recommended Equipment

  • Batting Glove - This avoids sting from the bat on an inside pitch. Some children also like to wear it under their mitt for catching. Right-handed players typically wear their mitt and batting glove on their left hand. Left-handed players on their right.
  • A good quality Mitt - This will allow the children to catch better and build confidence. Glove oil is suggested to help break-in brand new mitts.

 

Managers and coaches will be evaluating umpires. Umpires will be evaluating Managers and Coaches. Umpires will be reporting to the Chief Umpire and Managers will report to their respective League Coordinator or Vice President.

The Managers and Coaches cannot teach the children everything they need to know about baseball in the few short hours they have during practices and games. We ask that the children practice daily with their parents and siblings. This can only make your family stronger and help your relationship with your family to grow.

Each manager can either organize himself or appoint a team Mom or Dad to organize a snack schedule. Typically, after each game, one of the player’s families will bring a snack and a drink for all the players on the team. The kids enjoy this after their hard work, and look forward to it. However, this is not mandatory.

 

Last and Most Important

The Managers, Coaches and Spectators should try to remain cordial to each other and set an example for the children. None of us are perfect and we can expect a number of mistakes resulting in bad calls. This is not just about baseball. It is about respect for one another, setting a good example for the children and teamwork. Let’s all do our best to get along with one another and teach these children, not only the fundamentals of baseball, but the more important qualities required in life, and most importantly, LET THEM HAVE FUN!

General Rules

  • Line-ups exchanged 10 minutes prior to start time.
  • There will be no penalty for line-up scratches due to illness, injury or other absence.
  • Home team to supply two game balls.
  • Unless otherwise noted, all games begin at 6:00 P.M.
  • Games on lighted fields -- TBA
  • Forfeit time is 20 minutes after the scheduled start time
  • No full inning can be started later than 8:00 P.M. You can finish an inning, but you cannot start a new inning (8:15 P.M. after Memorial Day).
  • All games, when possible, should be 7 innings.
  • Time limits or weather conditions may shorten the length of a game.
  • Two-hour time limit, when later game to be played on that field. No full inning may begin after the two-hour time limit (Umpire must call “Start Time” at the beginning of the game).
  • Games may exceed the two-hour time limit or the 8:00 p.m. deadline provided there is no subsequent game to be played on that field and there is adequate lighting.
  • 5 innings is a complete game (4 ½ innings if the home team is winning). A game called after 5 complete innings (4 ½ innings if the home team is winning), will not be replayed or continued unless the game is tied. Games stopped prior to 5 innings (4 ½ innings if the home team is winning) being completed will be restarted at the exact spot where the game left off. Umpires judgment shall be used to suspend the game. Games cannot end in a tie. Rain-shortened games, with less than 4 complete innings, will be played from the point the game was discontinued.

 

Official Little League Rules Apply

 

 Supplemented by the following rules:

  • All players must wear their complete uniform: jersey, pants and cap. A protective cup is also a requirement to play. Any outerwear such as sweatshirts or jackets must be worn under the team jersey. A pitcher cannot pitch while wearing anything white or light gray, such as a sweatshirt or jacket. Players are not to wear jewelry of any kind. All catchers are required to wear all protective gear including a helmet with a mask and must use a catcher’s glove.
  • Metal spikes are not allowed. Rubber spikes or gym shoes only.
  • Managers/Coaches will examine the field after rain to determine whether the game will be played or not. It is the managers/coaches responsibility to make their players aware of any schedule changes or cancellation dates. The Manager must schedule all make-up games through the league coordinator.
  • Each team must field nine players, (a game may start with 8 players, however, if at anytime during the game a team has less than 8 eligible players, that team must “forfeit” the game. Defensive players must be stationed anywhere in fair territory with the exception of the pitcher and the catcher, who must be in their respective positions. A maximum of six players makes up the infield. Pitcher, catcher, 1st base, 2nd base, 3rd base and shortstop. All the other defensive players shall be positioned in the outfield area.
  • The home team will occupy the third base line dugout. The home team will be responsible for preparing the field prior to game time. They will also have responsibility for cleaning up the field, putting all equipment into the proper storage containers and making sure the container is properly locked up. Each team will be responsible for cleaning their dugout.
  • If there is any conduct detrimental to the welfare of the league or the children, the umpire shall issue one warning to the person or persons whose conduct is in question. If the first warning does not resolve the problem, the umpire shall stop the game and have the person or persons ejected from the park. Any person ejected from the park for this reason will not be allowed back on the fields for the remainder of the season.
  • Any player or coach ejected from a game for unsportsmanlike conduct or language must leave the park. For any player ejected, the player’s position in the batting order will be an “out”. Coaches must leave the field immediately; players with their parents – if a child’s parents are not at the game, the player may sit on the bench, but will not be permitted to play. (No child shall leave the park unless accompanied by a parent, guardian, or coach). The player and/or coach will not be eligible to play or coach the next game.
  • The slaughter rule will be in effect. If a team is winning by 12 runs after 5 innings (4 ½ if the home team is ahead), or a team is winning by 10 runs after 6 innings (5 ½ if the home team is ahead), the game will be considered complete and called by the umpire.
  • Infield-fly rule will be in effect. The Umpire calls “infield-fly” and the batter is out. Runners may advance at their own risk, but must tag-up if the ball is caught.
  • The “must slide” rule will be enforced! If the defensive player has control of the ball, the runner must slide. If the runner does not slide, the umpire may call the runner out. Keeping in mind, the NO CONTACT rule will also apply. The runner should avoid contact with any defensive player. If a defensive player intentionally blocks the base line, and the umpire sees it, he may reward the runner the base.
  • No member of the batting team shall interfere with a fielding attempting to catch a fair or foul ball, or the batter can be called out.
  • Runners hit by a batted ball before the ball has passed an infielder, other than the pitcher, will be called out.
  • A pitcher can pitch a maximum of four innings per game.
  • An eleven-year-old (first year Bronco player only) must pitch in every game, within the first 5 innings, to a minimum of five batters, or three outs. No exceptions! (A player who turns 12 prior to August 1st of the current year may not pitch as an 11 year-old)
  • Every player will play in the field (continuous batting order) for a minimum of 3 innings in a 7-inning game – unless there is an injury or other issues, a player can not sit out for more than 2 innings in a row. (A minimum of 2 innings in the field if the game is less than 7 innings.)
  • If a player must leave prior to the end of the game, due to injury, illness or other commitment, there will be no penalty to his team. The player's spot in the batting order is skipped. Exceptions: a player is ejected from the game or if the team has less than 9 batters – in which case the team will be forced to take an out. Players who arrive late, and miss their spot in the order, will be placed at the bottom of the order. This will also alleviate the minimum field play requirement.
  • If a team refuses to reschedule a game more than two times in a season, the game will be forfeited.
  • A team that is unable to field eight players shall forfeit the game, but a practice game will still be played for the benefit of the players who show up.
  • Foul territory is that outside of the foul lines. Note: The foul lines are in fair territory.

Bats

  • All bats must be stamped or marked “Official Little League” for lengths above 27 inches or longer, in length and no more than 2-3/4 inches in diameter. All bats provided by the association are correct. No wood bats. Use of an illegal bat will result in the batter being called out with no warning. Runners may not advance. A second offense will result in a forfeiture of the game. It is the responsibility of the manager to check all bats before the game and remove any illegal bats. At the beginning of the game, the umpire may check the bats for damaged or illegal bats and any so found will have to be removed from the game.
  • Only the team at bat may have coaches on the outside of the 1st and 3rd base foul lines and may assist the runners, but are not allowed to touch them.

 

Protests

  • It is the responsibility of the managers to assist our umpires. Managers must work out those decisions that are grossly mistaken in a respectable manner. Only Head Coaches (Managers) are allowed to discuss rule disputes with the umpires. Coaches shall be obligated to inform the umpire of the correct rule.
  • In the event a Coach wish to protest a ruling (judgment calls may not be protested), the coach must inform the opposing coach and umpire of his intention to appeal prior to the end of the game. The appeal, in writing, along with an appeal fee of $25.00, must be submitted to the league coordinator within 48 hours of the completion of the game. The appeal fee will only be refunded if the protest is upheld.

 

Fair Ball

  • A batted ball becomes fair or foul by its position when it is touched, when it settles, or when it passes 1st or 3rd bases.
  • Home base is fair territory.
  • A batted ground or bouncing ball that goes over the base or over fair ground as it passes 1st or 3rd is a fair ball.
  • A fly or bouncing ball is a judged fair or foul by the position of the ball at the time it is touched, and not by the location of the fielder.

 

Batting

  • League Rule- All players will bat in a continuous batting order. Batters batting out of turn can be called out. Only nine players play the field, but all players will bat in continuous order.
  • All batters and base runners must wear their batting helmet, from the time they leave the dugout to the point they re-enter it. There will be one team warning for a batter or base runner that deliberately removes a helmet while the ball is in play. Upon second offense, the batter/base runner will be called out.
  • Bunting is allowed.
  • No fake bunt and swing away. Batter will be called out, runners may not advance.
  • A ½ inning is 3 outs.
  • Each team will receive one (1) warning for players throwing the bat. After one warning, any batter throwing the bat will be called out.
  • Drop 3rd Strike. If the catcher drops the 3rd strike with first base unoccupied, the ball is live and the batter may try to advance to first base. First base will only be considered “un-occupied” if there is not runner at first base when the pitch is delivered. (If there are two outs, first base may be occupied.)
  • Step-out rule will be in effect. The batter will be given one warning. If the batter continues to step out of the batters box without signaling to the umpire for time-out, he may be called for a strike.
  • A batter becomes a base runner if a fair ball is hit, the batter is walked, catcher interferes with the batter’s swing, batter advances on a dropped third strike or if a pitched ball hits the batter.
  • A foul ball rising above the batters and caught by the catcher is an out. A foul ball caught directly off the bat, but not over the batters head is a foul tip and counts as a strike. A caught foul tip on a 3rd strike is an out. A foul tip on the 3rd strike is not an out unless caught.

The batter is out if:

  • Any fair ball is caught.
  • A batter hits a fair ball while stepping completely out of the batters box or stepping on home plate(the ball is dead and runners may not advance)
  • If a member of the team at bat interferes with a fielder attempting to catch a fair ball
  • If a batter throws a bat and a team warning has already been issued. (Runners may not advance)
  • A foul ball that rises above the batter's head, and remains within the field of play, is caught
  • A batter is found using an illegal bat
     

Substitutions

  • A player who arrives late may enter the game in the middle of an inning. Player must be placed at the end of the batting lineup. A player who arrives after the 3rd inning will not be allowed to play.
  • Free substitution is allowed (except otherwise noted). To count as an inning in the field, the team at bat must complete their full batting cycle for that half inning. (Exception: Pitchers)

 

Call-ups

  • In the event a team has less than ten players available for a game, that team may call up younger players from their towns “Mustang (9-10)” division.  Restrictions as follows:

1.      Call-ups must be registered, in-house players in that town and wear their own team’s uniform.

2.      Managers may only bring enough call-up players to fill a roster to 10 players (3 max call-up players per team).

3.      Call-up players must bat at the end of the line-up (regular rostered players must bat prior to the call-up players--exceptions: late arrivals)

4.      The Call-up players may not pitch or catch.

5.      A call-up player may not play more innings defensively than any rostered player.

 

Base Running

  • Lead offs are allowed.
  • Courtesy Runner: An injured base runner may be replaced with the last player to make an out. Also, after two (2) outs in the inning, a catcher may have a courtesy runner.
  • Stealing is allowed of 2nd, 3rd, and home plate.
  • Two runners may not occupy the same base. The second base runner is the illegal runner and may be tagged out.
  • No base runner may return to a missed base after a following runner has scored. Runners cannot pass each other.
  • A runner who leaves the field of play cannot return to tag a missed base.
  • The requirement to tag each base in reverse order applies when the ball is in play and the runner must return to retag a base if a fly ball is caught.
  • A runner must touch each base in order. If a runner fails to touch a base and is noticed by the umpire, the runner will be declared out, without the need of an appeal.
  • Runners must return to the last base, if the ball is in the defensive player’s possession in the mound area, and the runner is less than 2/3rd of the way to the next base. (Umpire’s decision)
  • To score, the runner must tag home plate before play is stopped.
  • A runner may over run first, at no risk, as long as the base runner makes no attempt towards 2nd base.
  • Unless forced, a base runner shall not advance to the next base if there is another runner occupying that base.
  • If a runner leaves the base before a fly ball is caught, the runner must return and re-tag the base before advancing. If the umpire determines the runner did not re-tag the base or if the runner left the base before the ball was caught, the umpire shall call the runner out. An appeal is not required.
  • If a fly ball is caught, fair or foul, runners may advance at their own risk, after tagging up.

ROSEDALE LEAGUE RULES 2008 SEASON

STATEMENT

The National Federation of State High School Association's Rule Book will be the source of regulations governing play. However, these special rules override those rules when/if there is a conflict of rules.

I.      LEAGUE STRUCTURE

A.    The league has one (1) division

1.  "A" (Single A) Division

2.         NO "AA" ( Double A ) Division Allowed

B.    VOTING RIGHTS: Each commissioner/contact representing his or her community/
team organization has one vote. The period for determining voting rights runs from
1Nov. Preseason to 1Nov. Post-season. However, a new organization joining the
league can be awarded voting right by the majority vote of commissioners present,
and voting at an announced meeting. The league coordinator shall call and conduct
all meetings, but can vote only to break a deadlock.

C.    In order to deter anyone from 'loading' a team in the A Division, you must run your
draft to split up the talent of your players equally as possible. The commissioners
can vote to censure a team(s) from post season championship play. Teams should
be chosen to play at their highest level of completion play. Teams should be chosen
to play at their level of competition. On issues of review, the Commissioner of the
team in question will not be notified until after a decision has been rendered by the
league.

D.    Any towns or organizations may request member status prior to the deadline set for town/team registration. These town/organizations must attend an official meeting (one in which majority of members are present) and petition for membership. Membership will be granted with a majority vote as stated in "B" above.

II.     EQUIPMENT

A.    Wood baseball bats and aluminum baseball bats will be permitted. High composite
bats allowed (coaches discretion). Steel cleats will be permitted.

B.    The "home" team will supply, at least 3 new balls for each game. In addition, they
will have 2 new balls available for mandatory use after 7:45pm unless it is a lighted
field. The umpire may request the balls earlier.

  C.   Bases are 80 feet apart. The pitcher's mound will be placed 54 feet from home plate.
        (Home team is responsible for this).

  D.  The pitching rubber (plate) will be major league size-NO little league size.

 

III.              TEAM ROSTERS

 

A.    All teams must have a minimum of 11 players on their rosters (unless approved

by the League Coordinator).

B.    Team rosters and league fees must be turned into the League Coordinator by,
MARCH 31st. The League Coordinator shall distribute to all Commissioners the
compiled roster lists. Each team Manager must receive rosters of all teams, within
their respective divisions. prior to the first regularly scheduled game. This will be
done at the annual managers meeting in April.   All rosters will include player’s number and player’s uniform must have their number prominently displayed.

C.     No player in the Rosedale League may be rostered on more than one team within
the league.

D.    Rosedale League is generally for 13 and 14 year olds. No player reaching his or
her fifteenth (15) birthday prior to, August 1, of the current season is eligible to play
in the league. Exceptions on a case by case basis. Any 15-year old player allowed
in the league may NOT pitch in any game (regular season or playoffs).

E.     Rosters may be changed or amended up to the first scheduled game. After the first
game, rosters can be amended only due to injury. Changes must be turned into
coordinator to be official.

IV.         SCHEDULES & SCHEDULE CHANGES

A.    All managers will be provided a schedule for the season as soon as possible, prior
to the start of the season. They shall also have the names and phone numbers of all
the team Managers within their respective division. In addition, any special phone
numbers for advice on field conditions will be provided, as applicable.

B.    All Games will be played on their schedule date with the following exceptions:

     Inclement weather

     Unplayable field

     School or Religious conflict

Further it is the responsibility of the team Manager requesting a reschedule, usually the "home" team to notify the other manager by 1 ½ hours prior to game.

           C.    In the event of a cancellation, the opposing team Managers have 72 hours to agree
                  upon a new date. If the opposing team managers can not agree upon a date within
                 
72 hours, the League Coordinator WILL intercede and reschedule the game
                 
according to the following guidelines:

     The earliest available date with no other game conflict

     No team shall be required to play more than 4 games in a week

     Any team that does not cooperate with the coordinator in this effort will receive a loss for that game.            

V.             RULES OF PLAY

A.    The first games on weekdays are all scheduled no earlier than 5:45pm, and allow a
minimum playing time of 2 hours. Start time of night games are to be determined
by "home" team, and noted on the schedule. Any team not complete and ready to
play 15 minutes after start time shall forfeit the game, traffic problems accepted,
which affords an additional 15 minute grace period.

B.    The visiting team will have field rights for 15 minutes prior to game time.

C.     To insure safety, before June 1, a new inning shall not begin after 8:00pm unless
play is on a lighted field, then 10:30pm, respectively. Also no game should begin
after 8pm. The score of the last completed inning will be the final score, provided
that 5 innings, 41/2 innings if home team is ahead, have been completed.
Otherwise, the game is considered incomplete, and shall be continued from the
last completed inning, unless playing on a lighted field.

D.    Players can move up a division (from Major to Single "A" to Double "A") to fill in,
but no player may play down a division. Any player filling in must play the minimum
number of innings required. Further, players filling in must be rostered players within
the respective "house" or "organization" leagues.  Teams may only call up a player if they will have 9 or less rostered players to start the game.

E.     A Manager having rostered players on the bench unable to play for health or for
disciplinary reasons, must advise opposing Manager prior to the start of the game.
Further, any non-rostered player brought up to substitute CAN NOT PITCH.

F.     At the "A" (Single A) level, a player may not pitch more than three (3) innings per
game. One (1) pitch = One (1) inning. (You may use as many 14 year old pitchers
as you want, but each one may only pitch a maximum of three (3) innings in a
game.)

G.    Players must play two (2) full defensive innings. Each player must bat once, unless
the game goes but 6 1/2 innings, and the player is on the home team. There will be
a continuous batting order and free substitution will be allowed. A pitcher,
once withdrawn, may NOT under any circumstances re-enter as a pitcher.

H.  Umpires will afford the pitcher a single warning per pitcher up to three (3) pitchers                        before the balk rule is enforced. Further, the Umpire will explain to the pitcher the reason for the warning. 

I.     Pitchers may pitch a maximum of 12 innings per calendar week. The calendar week runs from Sunday through Saturday. Pitching changes must be announced to the opposing team prior to the change.  All Managers are required to have available their complete scorebook at each game, as support of pitching records, if challenged.  Finally, one (1) pitch = one (1) inning pitched.  

   J.    Managers, coaches, player fans may not harass or heckle any player during play.

  K.   Only Managers may discuss an Umpire call or decision after timeout has been called.

  L.    Home team shall occupy the third base dugout.

 M.   The umpire shall call an immediate "timeout" in the event of an apparent serious injury (i.e., hard collision, or injury to the face and head). If, in the umpire's decision, a player was attempting to advance to the next base when "timeout" was called, the player may advance to that base.

 N.   SLAUGHTER RULE: At the end of 5 complete innings (4 1/2 innings, if the "home" team is ahead), and the difference in score is 10+ runs, then the game is declared over and complete.

O.   All managers must submit a LINE-UP card to the opposing manager before the game starts. This card must include all players. This is an official line-up and cannot be added to once given to the opposing manager - unless agreed upon by both managers.

P.    In Single "A" division, a team must start a game with at least 8 players and finish with at least 8 players. Failure to do so will result in a forfeit!

Q.   There will be no fake bunting.  Once a batter shows intent to bunt, he may not take a swing.  Batter must continue with the bunt or may pull back and take the pitch.  Consequence of this rule will be a dead ball out.  Batter will be called out and the runners may not advance. 

R.    If a player arrives late for a game, he is to be inserted into the lineup at the end of the batting order.  If a player is injured during a game, he may be removed from the lineup without penalty.  Once removed from the lineup, he may not return to the game.  If the team wishes for an injured player to remain in the lineup and he cannot go to bat in order, the team will be charged an out for each time the player is supposed to bat.  It is the responsibility of the manager to notify the opposing manager of any line-up changes (such as late show-ups or players pulled for injury) as discussed above. 

VI.         CONDUCT

A.    Umpire judgment calls are final.

B.    FIGHTING at the game site between anyone will not be tolerated. Managers are
responsible for their players, coaches and fans. Penalty for any violation of this
sort will be determined by the commissioners not involved, or by the League
Coordinator as they designate.

C.    HOUSEKEEPING........... All visiting teams are responsible to police (clean up) their

dug out, and bleacher area after each game. Please, demonstrate good sportsmanship, as well as, good manners.

VII.        PROTESTS

NONE! Allowed for Umpire judgment calls, rules violations will be considered by all commissioners not involved in the incident, but the League Coordinator must be advised verbally within 48 hours, and in writing within 5 days. A protest fee of $25 per incident is required at the time of the protest. If protest is upheld, then the protest money will be refunded.

VIII.       UMPIRE REQUIREMENTS

A.    ALL Umpires must be 18 years of age, or patched by April 1st, of the current season.

B.    The home team shall provide, a minimum, of 1 patched umpire per game.

C.     In the event that an Umpire does not arrive within 15 minutes of the scheduled
start time, the visiting manager may designate an umpire of their choosing, and
not be subject to challenge by the home team Manager, provided they meet the
criteria of paragraph A. The designated umpire may officiate from behind the
plate, only with proper equipment. Otherwise, they must officiate from behind the
pitchers mound.

The home team shall pay the designated umpire $20.00 minimum, if the regular umpire(s) shows up with proper equipment, they will assume the duty for the remainder of the game. No manager or coach from either opposing team shall serve as an umpire. 

IX.               GAME RESULTS & FINAL STANDINGS

A.     The winning team of each game must report the following information:  game number, winning team name, losing team name and score.  This information is to be e-mailed to the designated league scorekeeper and to the league coordinator within 48 hours of the completion of the game by the winning team.  If this is not done than each team will receive a half game win – half game loss in the standings.  Also, it is required that each team manager and the umpire sign the scorebooks of the opposing teams to certify the result of the game.  It is the responsibility of the home team to notify the league of any game cancellations, unfinished games or tie games. 

B.     TROPHIES: Team trophies will be awarded to the 1st, 2nd and 3rd place teams of
the playoffs. These will be presented to the commissioners after the regular season
is completed.

C.    The opposing team with the best record will have HOME field advantage for all
playoff games.  Patched independent umpires will be provided for ALL playoff games
by Rosedale. The cost is to be shared equally by all teams participating in the
season.

D.    TIE BREAKERS

     First - Team with the best record

     Second - Team with the best record in head to head competition.

     Third - Fewest runs allowed between teams in contention for the seed

     Fourth - Run differential

     Fifth - Most runs scored
